Although the Constitution provides for the procedure for dissolving Parliament, there is no law regulating the actual conduct of elections. In recent weeks, there has been discussion about the possibility of organizing early elections, but the AEP warns about the lack of a clear legal framework for the electoral campaign and the organization of the vote.

Țuțuianu mentioned that, in the event of a dissolution of Parliament, institutions would be caught off guard, and the necessary regulations would need to be developed quickly, which could lead to a new emergency ordinance, possibly unconstitutional. He also highlighted the need for a distinct chapter in the Electoral Code for early elections. Romania has never had early elections since 1989, and the procedure for dissolving Parliament is complex and rarely used.
