Leaders from 17 European countries, as well as the Prime Minister of Canada, are attending the meeting in Paris to discuss the situation in Ukraine and European security. Romania was not invited to Monday's first meeting, which ended without a concrete outcome. Romania's interim president is attending Wednesday's meeting with other European leaders, both in person and via videoconference.
