FRF introduces the black card to stop matches disrupted by abuse from parents and spectators

The Romanian Football Federation is introducing the black card in U7–U16 junior competitions starting this season to sanction abusive behavior by parents and spectators. The measure was adopted on September 11, 2026, by the FRF Emergency Committee and aims to protect children from bullying, pressure, and verbal or physical violence.

The referee displays the black card when misconduct in the stands continues after the warning and temporary suspension stages have been applied. At that point, the match is stopped permanently and cannot be resumed. FRF says it is the first football federation in the world to introduce a card intended exclusively for inappropriate spectator behavior.

The procedure takes place in three steps. First, the referee temporarily stops the match and asks the coaches to warn their own supporters. If the incidents continue, the game is suspended for ten minutes and the teams go to the locker rooms. If the abusive behavior persists after play resumes, the referee shows the black card and ends the match.

The regulations cover insults, abusive language, conflicts, hitting or pushing children, players, coaches, referees, officials, or other spectators. All 130 academies in the Academy Classification received materials to inform parents.

The measure is part of the B.R.A.V.O. platform, launched by FRF in 2025 to promote a safe environment in youth sport. The federation previously introduced the safeguarding course for “captain parents” and the “Silent Day” competitions, in which adults are not allowed to give instructions from the sidelines.
