The Plenary of the Chamber of Deputies adopted today the Territorial Planning, Urbanism and Construction Code (CATUC), an essential reform for modernizing the legislation in the field, according to the interim Minister of Development, Cseke Attila.


The new regulation brings significant simplifications in the field of construction, according to Cseke Attila. It will also digitalize the approval processes and reduce the authorization period from 4-8 months to approximately 65 days.


The Code consolidates regulations from 21 distinct normative acts and will come into force 15 days after approval in the Senate. In large cities, developers will contribute to local infrastructure, while in rural areas, the approval of small constructions will be simplified. Additionally, the creation of a National Register of Constructions and regulations for certifying companies in the field is anticipated, thus ensuring safer constructions and well-planned localities.


Public investment projects will benefit from reduced deadlines for feasibility studies, and in Bucharest, from November 1, 2028, all authorizations will be issued by the City Hall.
