Romania has approved a contingent of 90,000 foreign workers for 2026, in the context of the personnel shortage in various fields.

The Romanian government has approved a quota of 90,000 foreign workers who will be admitted to the labor market in 2026, in response to the staff shortage reported by employers in several sectors. Among the affected fields are courier services, construction, and commerce, with a significant number of vacant jobs. By September 30, 2025, 83,914 work permits for foreign workers had been issued, and 7,418 applications were in the process of being resolved. Compared to 2024, the number of permits has decreased, but the demand for foreign labor remains high. The quota of foreign workers is established annually by government decision, at the proposal of the Ministry of Labor.
