A bill adopted on Monday by the Senate stipulates that providers of networks or electronic communication services intended for the public, who enter into contracts in euros or other foreign currencies, will be required to issue invoices in lei. These will be calculated at the exchange rate of the National Bank of Romania for the working day preceding the issuance of the invoice, without applying margins, markups, or additional fees.
The project amends the Government Emergency Ordinance no. 111/2011 regarding electronic communications, stating that end users must be informed before entering into the contract about the issuance of invoices in lei.
Failure to comply with this obligation will be considered an offense, and the control will be carried out by ANCOM.
The Senate was the first legislative body to be notified, and the Chamber of Deputies will have the final decision.
