Gabriel Zetea stated that, out of the 1,300,000 public employees in Romania, only 130,000 work in local administration, and the reforms should mainly target central institutions. He criticized the excessive number of decentralized institutions subordinate to ministries, suggesting that higher salaries in central administration contribute to the deficit. Zetea emphasized that the measures expected by Romanians have not yet been implemented.
