The emergency ordinance against the "smart meters" in energy cannot be adopted due to the late opinion of the Legislative Council.

The emergency ordinance that provided measures for easing the connection conditions to the networks for project developers in electric energy, announced before the motion of no confidence that led to the dismissal of the Bolojan Government, is not legally valid, because the opinion of the Legislative Council came after Parliament dismissed the Executive.

The ordinance that created guarantees for companies requesting technical connection approval (ATR) cannot be published in the Official Gazette, because the opinion from the Legislative Council was issued after the vote on the motion of no confidence, which led to its invalidation.

This measure aimed to eliminate speculative projects, without real chances of implementation.

Although the opinion from the Legislative Council is consultative, it is mandatory.
