According to a draft ordinance, the Ministry of Culture will take over the staff and powers of the Romanian Copyright Office (ORDA), which will be abolished as of January 1, 2026. ORDA is protesting, stressing that the abolition would violate international treaties and create legislative chaos, seriously affecting creators and cultural industries. The ministry justifies the measure on the grounds of cost savings and the risks of infringement at European level. The ORDA, on the other hand, argues that it is a stand-alone authority, essential for the regulation of copyright, and that its integration into the Ministry of Culture would contravene the principle of specialization.
