New Culture Minister Ioana Ciocan is calling on employees of cultural institutions under the ministry’s authority to report any form of harassment or abuse, and is pledging zero tolerance for such acts.

The Ministry of Culture has announced that reports can be sent to sesizar h hartu [email protected]. A dedicated commission will promptly examine each complaint and propose the measures provided for by law. The minister stressed that people who speak out about such situations should not fear professional consequences.

Public cultural institutions under the ministry’s authority will be monitored for compliance with legal obligations concerning the prevention and combating of harassment. Personnel decisions remain the responsibility of managers, but each report will be treated seriously and firmly, with respect for the rights of everyone involved.

The move comes after Bucharest’s “Ion Luca Caragiale” National Theatre announced that director Felix Alexa would stage Molière’s “Tartuffe.” Several actresses previously accused him of sexual assault and harassment in a RISE Project investigation. The director denied the allegations.

س,
Context: Cases of harassment and pressure on victims were investigated before the announcement regarding the reporting of abuse in the cultural sector

In May 2024, at the “Ion Dacian” National Operetta and Musical Theatre in Bucharest, several ballerinas reported incidents of sexual harassment, including an episode during a trip in which former deputy director C.A. allegedly behaved inappropriately. Although witnesses and victims were interviewed, the disciplinary proceedings were not concluded after C.A.’s resignation, and the allegations also included an incident from June 2024, when he allegedly struck ballerinas with a whip.

Alongside the investigations in cultural institutions, other cases of harassment were reviewed at the institutional level and referred to criminal investigation authorities: AMEPIP confirmed that seven female employees had filed complaints regarding possible acts of sexual and moral harassment attributed to a director, with the case being examined through internal investigations, while the allegations were forwarded to the Prosecutor’s Office and the General Inspectorate of the Romanian Police.
