Before the request from Brussels, Ukrainian leaders indicated that financial and military support for the following year was only partially covered, while negotiations on funding for 2027 had reached an impasse. In this context, Volodymyr Zelenskyy called for increased pressure on Russia and strengthened support for defense during meetings with European and NATO leaders.
At the same time, Ukraine presented assessments of the costs of the war and the funding shortfall for the following year, while the authorities in Kyiv submitted requests for additional funds to the European Union. In parallel, the Ukrainian government adopted the 2027 budget, with record allocations for defense and security, noting the need for external financing.
On the European side, the Commission announced installments from the support loan for Ukraine, including for the purchase of military equipment. However, discussions remained focused on covering the shortfall for 2027 and on how the installments could be used for Kyiv’s defense needs.
