Russia excludes Europe from the Russia-Ukraine negotiations / Maria Zakharova: “All the aims and objectives set by the Russian leadership for the special military operation will be achieved”

Russian Foreign Ministry spokesperson Maria Zakharova stated that European countries should not participate in the negotiations between Russia and Ukraine, scheduled for November 10 and 11, in Abu Dhabi. The talks are to take place under American mediation, with the participation of Russia, Ukraine, and the United States, to identify a solution to the conflict.

Zakharova criticized the plans of the Coalition of the Willing to organize military exercises before the meeting and accused London and Paris of seeking to maintain the confrontation by deploying multinational troops in Ukraine. The Russian official reiterated that Moscow rejects any European military presence in Ukraine after a possible peace agreement.

She warned that Russian forces consider foreign military formations in Ukraine to be “legitimate targets,” arguing that their presence would constitute military intervention and a threat to Russia’s security.

The statements come amid disputes over a possible new European security architecture. European leaders and Ukrainian officials are calling for Europe and Kyiv to be involved in any agreement, while Moscow maintains that the negotiations must take its security concerns into account. U.S. President Donald Trump spoke of a “great deal” that could concern the whole of Europe, a statement viewed with concern by Kyiv and several European governments.
