Hungary's Prime Minister, Viktor Orban, proposed a structure of concentric circles for the European Union, where countries would be grouped according to the desired level of cooperation. Orban warns that, without changes, the multiannual budget for 2028-2034 could be the last, and the community bloc risks disintegration. In this structure, countries would have various options, ranging from limited cooperation in the field of security to deep political integration. Orban emphasizes that the European Union is already in a state of fragmentation.
