At the Munich Security Conference, the U.S. ambassador to NATO, Matthew Whitaker, stated that Russia may never be ready to conclude an agreement to end the war in Ukraine, a conflict that began four years ago. Whitaker emphasized that while Ukrainians are willing to negotiate a reasonable agreement, considering it fair in the context of the consequences of the war, he is not convinced that Russia is prepared to do the same.
