Ukraine will offer mobile internet via Starlink satellites, with messaging services available in 2023 and broadband internet in 2026.

Kyivstar, Ukraine's largest mobile operator, will launch satellite-based messaging services by the end of 2023 and mobile broadband internet via satellite in 2026, becoming the first European country with these services. Tests have begun under a 2024 agreement with SpaceX. In parallel, Kyivstar is planning an IPO on the NASDAQ stock exchange, and Ukraine's telecoms infrastructure has shown resilience to attacks.
