Representatives of Ukraine in Bucharest offered explanations after the Verkhovna Rada adopted, on October 12, 2026, a law on the educational rights of indigenous peoples and national minorities. The act was considered controversial by the Romanian community in Ukraine because it changes the rules applicable to Romanian-language schools.
According to the diplomatic mission, the law expands the use of minority languages that are official languages of the European Union, both in the teaching process and in communication within the school environment. Institutions where more than half of the students study in the minority language may receive distinct legal status, while school programs may include the history, culture, and traditions of the community.
Students will be able to request translated exam questions during external assessments, and educational documents may be issued in Ukrainian and in the minority language. The law also provides for continuity of education in the event of school reorganization, additional approvals for their closure, and funding for classes with small enrollments.
Ukrainian officials maintain that the act ensures a balance between learning the state language and protecting cultural identity. In August 2026, Ukraine and Romania resumed meetings of the intergovernmental commission dedicated to minority rights.
