Keir Starmer and Friedrich Merz will sign a treaty on Thursday aimed at strengthening the defense partnership and increasing cooperation in fighting migrant smuggling across the English Channel. Starmer visited Berlin in August 2024, announcing plans for the treaty. More than 37,000 migrants crossed the channel in 2024, and many died trying to reach Britain. Germany has agreed to criminalize the facilitation of migrant smuggling, and Merz could amend the legislation by the end of 2025.
