The agreement between Uganda and the United States provides for the taking in of deported migrants, but Uganda imposes strict conditions, including no criminal record and no unaccompanied minors. The Ugandan foreign ministry has said details are being worked out for implementing the agreement, and the preference is that the migrants should be African nationals. Ugandan officials have expressed concern about the integration of people rejected by other states and are discussing visa and sanctions issues.
