Two employees of the Russian company Moran Security Group, Aleksandr T. and Maksim D., were aboard the oil tanker Boracay, seized by the French navy in September. They, employed to ensure the protection of the ship and gather information, are linked to the Wagner mercenary group. Boracay was seized due to uncertainties regarding its nationality and the absence of a flag. Moran Security Group, under U.S. sanctions, collaborates closely with Russian authorities and has ties to espionage activities.
French President Macron stated that he will intensify pressure on the Russian phantom fleet to prevent the financing of the war in Ukraine. Additionally, the European Union plans new sanctions against the fleet, but these are blocked by a veto from Hungary. The Boracay ship, now under a Russian flag and renamed 'Phoenix', is anchored near the port of Rizhao in China.
