Turkish Foreign Minister Hakan Fidan and his Syrian counterpart, Asaad al-Shibani, have accused Israel and the Syrian Democratic Forces (SDF) of undermining Syria's reconstruction after the civil war. Fidan stressed that Israel's security cannot be achieved by destabilizing its neighbors. Tensions between the Syrian government and the SDF continue, and a unification agreement between the two sides is stalled. In addition, Turkey and Syria have signed a memorandum of understanding for cooperation in military training and advice.
