The White House announced that President Trump is requesting Congress to approve a cut of 4.9 billion dollars from international aid, which could lead to a paralysis of the federal government at the end of September. The cuts affect programs of the State Department and USAID, and Democrats warn that revoking the approved funds could destroy negotiations to avoid a 'shutdown'. Most of the cuts, 3.2 billion dollars, target USAID, an essential agency in international assistance.
