Ukrainian officials emphasize that some provisions are unacceptable and are working on counterproposals.
Although the U.S. wants a quick completion of the agreement, it is unlikely that this timeline will be respected, given the clear limits set by Ukraine. Zelensky has agreed to collaborate on the plan, but Ukrainian civil society opposes any agreement perceived as a capitulation.
