The peace plan in 28 points, proposed by the USA to end the war in Ukraine, was inspired by a document drafted by Russia, presented to the Trump administration in October. The document contained Moscow's conditions for ending the conflict, including demands for the cession of certain Ukrainian territories. Although the White House did not comment directly, Trump expressed optimism about the plan.

Skepticism has grown among American officials, who believe that the proposal is more of a list of Russian demands. Following discussions, some points favorable to Russia were removed, and Ukrainian officials supported a modified framework of the agreement, leaving the issue of territorial concessions open.
