In a speech addressed to industry leaders and military officials, Hegseth stated that the traditional procurement system no longer exists, having been replaced by a war-oriented system, according to an executive order signed by Donald Trump. He emphasized that the Pentagon will focus on building for victory, not for peacetime, and will tackle the unacceptably slow bureaucracy within the Department of Defense.

The new structure will include executive functions responsible for procurement, who will have direct authority over major weapon programs, and commercial products will become the priority in the procurement process, thus simplifying requests.
