Max is a messaging application that provides the Russian government access to users' personal information, including conversation history and location data. Using the application requires a phone number from Russia or Belarus and a government-issued ID, thus facilitating the tracking of users. Since its launch, the number of users has rapidly increased, reaching 30 million, although WhatsApp and Telegram remain the most popular messaging applications in Russia.
