Although Congress completed 97% of the annual budget, negotiations for DHS failed after Democrats withdrew from a bipartisan plan. Nearly 90% of DHS employees, including 64,000 TSA agents and 56,000 Coast Guard members, will continue to work without pay but will receive compensation after the shutdown ends.

Democrats are calling for significant reforms to control ICE and CBP agencies, but their proposals have not been accepted by Republicans. Negotiations continue, but most lawmakers have left Washington and do not expect to return soon. Party leaders remain optimistic, but there is no clear consensus on solutions.
