Kubilius emphasized the need for European allies to take more responsibility for their own defense and proposed the creation of a 'European Security Council' to facilitate rapid decision-making in the field of defense. This council could include permanent members and rotating allies, with the main objective of supporting Ukraine in the context of the current conflict.
