With 25 Republican lawmakers out of 38, the aim is to increase the number to 30. Democrats, a minority in the Texas legislature, have tried to resist, accusing "racist gerrymandering" that dilutes minority votes. In response, California also plans to redraw its electoral map to win additional seats.
