The withdrawal comes in response to the anti-Russian measures adopted by the USA, which affect strategic stability. The agreement, signed in 2000, provided for the elimination of 34 tons of military-grade plutonium by each party, enough for 17,000 nuclear warheads. Russia suspended the implementation of the agreement in 2016, accusing the USA of failing to meet its commitments. The two countries together control approximately 8,000 nuclear warheads.
