Since the beginning of the war in Ukraine, Russia has developed an extensive information network through signals (SIGINT) in Vienna, Austria, to intercept NATO communications. This network allows for the monitoring of military aid provided to Ukraine, including the scheduling of transports and coordination between European capitals and operational centers in Poland, Romania, and Slovakia. The interception also includes communications between drones and control stations, as well as institutional exchanges from international organizations. The Russencity complex in Vienna, with over 20 parabolic antennas, is a central hub for these activities, allowing access to high-value communication streams. Austrian law facilitates espionage operations, and the Russian diplomatic presence remains significant, with about 500 personnel, one-third of whom are involved in intelligence activities. This interception capability has serious implications for NATO security, enabling Russian agencies to gain access to military communications and influence operations in Eastern Europe.
