Russia is expanding an educational program for girls aged between 10 and 16, preparing them for the traditional roles of wives and mothers. The initiative, launched in 2024 in the Udmurtia region, currently operates in 22 classes across 13 schools, with approximately 400 participants.

The students attend courses in gastronomy, floristry, fashion history, art and wedding traditions, but also take part in morality lessons taught by Orthodox priests. The program also imposes strict dress rules: the girls wear navy-blue dresses with white collars, white tights and black shoes, with trousers prohibited.

At the initiation ceremony, the students receive a brooch bearing the letter D and are called “noble maidens.” The model recalls the Institutes for Noble Maidens in imperial Russia and forms part of the Kremlin’s policy of promoting traditional values, amid a declining birth rate.

The program recently received a favorable assessment regarding compliance with federal educational standards, but participation is not mandatory, and its nationwide expansion has not been approved. The authorities are also testing courses about family and promoting large families, including by reintroducing the title of “Mother Heroine.”

Context: “Traditional values” are also used by the Kremlin as an instrument of influence, including in Europe

Before the expansion of this type of educational program, several events illustrated how the Kremlin uses the image of “traditional values” and religion to gain influence and deepen divisions in democratic societies. Warnings were issued at a conference of the European Conservatives and Reformists (ECR) group in the European Parliament, where speakers described the adaptation of Russian messages according to the audience, as well as the use of religious justifications to legitimize the war against Ukraine.

In the same direction of destabilization, other previous reports indicated coordinated activities aimed at influencing elections in the Republic of Moldova, including the training, in a program in Serbia, of participants in techniques of violence, amid efforts to amplify the Kremlin’s influence through disinformation and cyberattacks.
