Satellite images show a sanctioned Russian ship, the Pioneer, anchored next to another vessel in the Mediterranean Sea, a sign that cargo is being transferred. The transfer is a way to avoid sanctions as Russia develops a 'ghost fleet' of specialized ships. The US has imposed restrictions on 7 liquefied gas carriers linked to Russia, including Pioneer. The ship taking on the cargo is managed by an India-based firm that was set up in June.
