The Vice President of the USA, JD Vance, stated that although progress has been made in negotiations to end the war between Russia and Ukraine, there is no certainty that a peace agreement will be reached. Vance mentioned that discussions are taking place on three levels: Ukraine, Russia, and Europe, each having different priorities. A significant change is that issues of disagreement are now being discussed openly.
Territorial concessions, especially in eastern Ukraine, remain a major obstacle. Ukrainian delegates and American officials have had recent meetings to discuss a revised 20-point framework for ending the conflict. Despite the optimism expressed by Ukrainian officials, Vance warned that an agreement is not inevitable and that all parties are negotiating in good faith. President Zelensky emphasized that territorial issues are a priority for Ukraine, while Moscow continues to demand extensive concessions.
