The rule changes were adopted after the December incident when former president Yoon Suk Yeol abruptly declared martial law, sparking outrage and protests. The decree was swiftly overturned by parliament, which had to go beyond the security forces to exercise its authority. The new rules prohibit parliamentarians from blocking access to the National Assembly building and limit police or military intervention without the approval of the speaker.
