A report by The Knowledge Academy puts Paris at the top, followed by Madrid and Barcelona, in the list of Europe's best cities for start-ups.

The report by The Knowledge Academy rated cities on criteria such as the number of available office space, rental prices, proximity to top universities and internet speed. While France did very well in the ranking, the report did not take into account the regulatory environment, red tape or taxation. Bucharest came 13th in the ranking.
