<p>The draft legislation proposed by Viktor Orbán would allow the Hungarian Office for the Protection of Sovereignty to draw up a list of foreign entities deemed threats to Hungarian democracy and culture. Organizations on the list would have their accounts monitored and foreign funds could be blocked. Critics compare the draft to Russian legislation targeting foreign-funded NGOs.
