American Secretary of State Marco Rubio mentioned that issues related to territory and security guarantees are essential, with divergences between Kiev and Washington regarding the timing of signing the guarantees. Russia insists on taking over the Donetsk region, while Ukraine opposes it, which keeps the situation tense.
