Ukraine has accepted the main points of the peace plan, but Ukrainian and European officials have criticized the document, believing it reflects too many Russian interests. Rutte described the meetings in Geneva as productive but mentioned that they represent only a first step. He also highlighted the significant losses suffered by Russia, estimating that approximately one million Russian soldiers have been killed or wounded since the beginning of the conflict, and Moscow's territorial gains have been minimal.
