Mark Rutte's proposal aims to increase defense spending to 3.5% of GDP, plus 1.5% for security spending, to meet Donald Trump's demands. This could allow the US president to declare victory at the NATO summit in June, without imposing a 5% pledge that many consider impossible. The current target of 2% of GDP is considered insufficient in the face of threats from Russia. Further details on spending will be worked out, including possible investment in military infrastructure.
