Spanish Energy Minister Sara Aagesen said a massive blackout on April 28 was caused by the grid's inability to control voltage because power plants did not adjust the parameter correctly. The inquiry report to be published shows that many power stations, paid to control voltage, failed to react adequately, causing significant disruptions in electricity supply. The investigation found no evidence of cyber attacks.
