Kestutis Budrys, the Lithuanian foreign minister, rejected on Monday the offer from Belarusian President Aleksandr Lukashenko to negotiate the reopening of the border between Lithuania and Belarus. Lithuania closed the border crossing points in response to repeated incursions of meteorological balloons from Belarus, which the Lithuanian authorities consider hybrid attacks used by smugglers for trafficking migrants. Lukashenko ordered the Belarusian Ministry of Foreign Affairs to start negotiations, but Budrys stated that Lithuania will not follow the path imposed by Belarus, emphasizing support from the U.S. Lithuania will not reopen the border until Belarus allows the return of about 1000 Lithuanian trucks stranded in the country.
