Kremlin spokesman Dmitry Peskov on Wednesday accused European countries of aggressive militarism, pointing to high arms spending in the context of the war in Ukraine. He said Russia's nuclear doctrine considers any incitement by nuclear powers as an act of aggression. Despite Russia's refusal to negotiate, Peskov called for pressure on Ukraine to return to talks as Russian officials continue to threaten nuclear weapons to deter Western support.
