Kaja Kallas, during a visit to Armenia, stressed the need to protect the country's democratic values in the face of hybrid threats from Russia. Historic ties between Armenia and Moscow are strained after Azerbaijan's recapture of Karabakh. Kallas discussed Russia's aggression with Armenian officials and announced a new EU-Armenia partnership, including a €270m plan for 2024-2027. In contrast, Moscow warned Armenia not to move away from Russia, stressing that this would not be in the interest of the Armenian people.
