Kaja Kallas, the head of the European Union's foreign policy, stated that Russia is in a state of panic due to recent Ukrainian drone attacks, which have targeted the city of Saint Petersburg as well. In an interview with AFP, Kallas emphasized that these attacks highlight Russia's inability to manage the situation, which has led to an escalation of terrorist attacks.
Following Russian bombings that resulted in the deaths of 23 people in Ukraine, Ukraine has intensified attacks on Russian military and energy facilities. Kallas mentioned that Russia, being in a position of weakness on the battlefield, resorts to terror to create fear. Regarding peace negotiations, Kallas criticized Russia's lack of willingness to engage in constructive discussions. The European Union is working on a new package of sanctions against Moscow, targeting the military industry and oil revenues, to limit the financing of the war.
