Hungary, led by Viktor Orbán, scored 0.50 out of 1.0 in terms of the rule of law, the lowest in the European Union, with a decline compared to 2024. Only Slovakia had a more pronounced decline, reaching 0.64. The report highlighted a deterioration of the rule of law in two-thirds of EU member states, caused by reduced government transparency and a weakening of the judicial system.
Additionally, countries such as the United Kingdom, the United States, Russia, and Ukraine have recorded declines in this area. Russia had the largest overall decline, while the USA was ranked between Slovenia and Portugal in the rule of law ranking. On the other hand, Denmark was the highest-rated country in this area. The study emphasized the weakening of the enforcement of government regulations in 63% of EU countries and highlighted a decline in civil and criminal justice in the majority of member states.
