Prime Minister Viktor Orban's chief of staff, Gergely Gulyas, said a biological attack could be the source of the foot-and-mouth outbreak affecting Hungarian cattle farmers. Although he offered no proof, he said the virus could have been artificially altered, based on verbal information from a foreign laboratory. Thousands of cattle have been slaughtered to control the outbreak, and neighboring Austria and Slovakia have closed border crossings because of the cases.
