The aid cut comes as Germany hopes Ukraine will cover its military needs with loans agreed by the Group of Seven to reduce its dependence on German funds. The German budget for 2025 also points to difficulties in meeting NATO's spending target, with an estimated deficit of €39 billion in 2028.
