The German Chancellor Friedrich Merz announced that Germany will develop an action plan to combat hybrid threats from Russia, such as cyberattacks and disinformation campaigns. The measures will be discussed in the new National Security Council, created to coordinate responses to security challenges. Merz also proposed that the European Union use frozen Russian assets to provide Ukraine with a loan of 140 billion euros, to be repaid after receiving compensation from Russia, while also emphasizing the need for a firmer action from Europe on the international stage.
