Context: Germany had previously been warned about the risks of an escalation with Russia through hybrid attacks
Before Chancellor Friedrich Merz's latest statements, the head of Germany's Federal Intelligence Service (BND), Martin Jaeger, warned during a public hearing in the Bundestag that Germany could be drawn into a violent conflict with Russia amid the intensification of the “shadow war.” Among other examples, he cited the attempted drone attack on Leipzig/Halle Airport in August, while Berlin said it would attribute the action to Moscow, and Russia denied it.
At the same time, German intelligence services reported an intensification of disinformation campaigns about Merz attributed to Russia, disseminated mainly on X and other social networks, using fabricated video material. The German government officially linked the “Storm-1516” campaign to Russia after the group allegedly influenced debates in the national elections in February 2025.
