At the launch of the Hightech Agenda, Merz acknowledged that Europe has succeeded in shaping a better future, but emphasized that this success has led to excessive satisfaction. He highlighted the importance of technological independence, considering the unilateral dependencies that can be exploited in political conflicts. Merz promised that his administration will invest at least 3.5% of GDP in research and development by 2030, focusing on key technologies such as artificial intelligence, quantum technology, and biotechnology. He also emphasized the need for genuine collaboration between industry and science to keep Germany at the forefront of technology.
